Public Services Department The City of Gulf Breeze Department of Public Services provides many of the basic services that affect the daily lives of everyone who lives and works in Gulf Breeze. Things we take for granted -- pure drinking water, environmentally-safe sewers, well paved streets with lighting, are included in the responsibilities of Public Services. Public Services is staffed with a trained work force of 12 employees under the leadership of Vernon Prather. The Department's key responsibilities are: the design construction and maintenance of the City's infrastructure, including water, sewer, natural gas, streets, ditches, sidewalks, and traffic control. The annual operating budget of the Department is approximately $3.6 million, derived from a number of sources, including user fees and utility rates. Public Services also oversees a FY2006 capital improvements budget of $500 thousand dollars. The Department is organized into three areas: Streets & Drainage, Water & Sewer, and Natural Gas.
