Administrative Services
Grant Administration services include complete administration such as, but not limited to, financial management, minority business enterprise/contract reporting, record keeping, filing; preparing requests for funds, amendments and re-scoring if necessary; identifying potential conflicts of interest, attending monitoring meetings and preparing responses for any findings; assisting with fair housing activities; updating the civil rights profile; ensuring labor standards and procurement of contractor requirements are followed and preparation of closeout documents for the project. Proposals for administrative services will be considered on an equal competitive basis. Proposals for administrative services will be evaluated, using the following criteria, which are listed in order of relative importance: (1) Knowledge of
State & Federal Regulations governing the CDBG program; 25 points An original, (4) copies of sealed proposals, and (1) digital copy of the proposal, marked "CDBG Administrative Services" must be received by 2:00 p.m., February 4, 2010 at City Hall located at 1070 Shoreline Drive, Gulf Breeze, Florida 32561. Services
Engineering services include surveying, testing, design, cost estimating, permitting, construction administration and resident observation. The City's CDBG project will include work within two (2) service areas. Service Area #1 includes design and construction of an asphalt overlay within a residential area on the eastern portion of the City. Service Area #2 includes design, permitting, and construction of a septic-tank abandonment project with a small gravity-collection system including a new submersible pump station. Proposals for engineering services will be considered on an equal competitive basis. Proposals for engineering services will be evaluated, using the following criteria, which are listed in order of relative importance: (1) Knowledge of

Architect The City of Gulf Breeze wishes to receive from persons or firms bids to serve as landscape architect/landscape design professional to the City with regard to the design and preparation of construction plans and specifications for an awarded Florida Department of Transportation - SB 1446 Landscaping Grant. The City of Gulf Breeze is requesting sealed statements of interest, qualifications, and bid through February 4th, 2010, 4:00 pm (CST), local time, from individuals or firms experienced in the following areas: landscape architectural design, experience with Florida Department of Transportation SB 1446 Grants, aesthetic considerations, cost and site master planning. Immediately following the deadline for receipt of statements, those statements received will be opened and publicly acknowledged. Statements of Interest and Qualifications should be kept to 15 single side pages (8.5"x11" w/1" margins, 10 point font minimum) and limited to a 1" presentation binder. Statements of bid and qualifications with an original signature, four (4) additional copies, and (1) digital copy should be submitted to: City
of Gulf Breeze The information may also be hand delivered to City Hall, 1070 Shoreline Drive, Gulf Breeze, Florida 32561. Statements received after the closing time will be returned unopened. Statements must be clearly marked "Statements of Bid for Architect/Design Services - FDOT SB 1446 Landscape Grant". Please note that there has been a change to the bid specifications as of 1/29/2010. Inthe section titled, Award of Contract Execution, the word "cost" has been removed from the second sentence. The sentence now reads: A committee of City representatives will select the most qualified firms/individuals based solely on statements of interest, qualifications, and information gathered by the City. The City of Gulf Breeze wishes to receive from persons or firms bids to serve as fencing professional to the City with regard to the design, preparation, and installation of approximately 1600 feet of steel fencing and brick support columns. The City of Gulf Breeze is requesting sealed statements of interest, qualifications, and bid through February 4th, 2010, 4:00 pm (CST), local time, from individuals or firms experienced in the following areas: steel fencing, brick laying, concrete pouring, aesthetic considerations, cost and installation planning and site restoration. The design will follow the City of Gulf Breeze Community Redevelopment Agency Design Guidelines and Standards as well as applicable and Florida Building Code . Immediately following the deadline for receipt of statements, those statements received will be opened and publicly acknowledged. Statements of Interest and Qualifications should be kept to 15 single side pages (8.5"x11" w/1" margins, 10 point font minimum) and limited to a 1" presentation binder. Evaluation of Proposals In evaluating proposals,
the City will consider all information that the City deems relevant for
awarding the contract including, without limiting the generality of the
foregoing: price, ability to perform, experience and past performance.
With regards to any bids or proposals submitted in response hereto, the
City reserves the right to waive any errors, omissions, irregularities,
and deviations from specifications if the City determines that such action
is in the best interest of the City and/or public health, safety and/or
welfare. Futhermore, the City may waive any requirement or provision hereof
and reserves the right to modify the requirements referenced herein, to
reject any and all bids or proposals, to modify (with the approval of
the bidding or proposing party) any bid or proposal, to negotiate with
any bidding or proposing party regarding any price, term and/or condition,
including increasing or decreasing a proposed price and/or the scope of
the project. This Request for Proposals is utilized merely as a vehicle
to facilitate the evaluation of prospective contractors. This Request
for Proposals shall not in any manner grant and shall not be construed
in any manner to grant any rights, benefits or expectations of any manner
whatsoever to any person interested in or contemplating submitting a bid
or proposal in response hereto. The final terms and conditions of the
project or contract contemplated herein may be negotiated between the
City and any responsive bidder and the city shall not be required to accept
any particular bid or proposal or negotiate with any particular responsive
bidder notwithstanding perceived favorable provisions of price, time of
performance, experience, quality of service, etc., contained in a responsive
bid or proposal. The City reserves the right to negotiate a proposal in
the best interest of the City, which may include adding or deleting terms,
and conditions from those specified herein and/or from those bid upon
